Industry Specific ComplianceThe Telecom Regulatory Authority of India (TRAI) on September 18, 2026, has amended the Telecom Commercial Communications Customer Preference Regulations, 2018, to strengthen controls on unsolicited commercial communications (UCC/spam), A2P calls, and misuse of telecom resources.

The following has been stated:

• A2P calls must be declared in advance by Senders to the Originating Access Provider and recorded on the DLT platform. Undeclared A2P calls will be treated as UCC.

• AI/ML-based systems will identify suspected high-probability UCC CLIs, with prescribed KYC verification and action against repeated violations, including suspension or disconnection of telecom resources.

• Stricter action is prescribed for misuse of Headers and Content Templates, including suspension, credential reset, law-enforcement complaint, and possible blacklisting of telemarketers.

• Customer complaint and appeal mechanisms have been strengthened, including recording of complaint history and provision for appeals against UCC complaint resolution.

• A2P call charges of up to ₹0.05 per minute may be levied by the TAP on the OAP, subject to specified exemptions.
